By applying common sense and conservative principles to the business of government, David will:
- Strengthen our schools with modernized structures and support for targeted curriculum programs
- Make our neighborhoods safer by expanding precinct locations and encouraging specialized law enforcement training
- Encourage the creation of private-sector high quality jobs
- Prepare Harford County for the future while protecting bucolic quality of life features
Education will always be an integral part of David's life.
- David is a 34 year veteran of the Harford County Public School System both as a teacher and as an assistant principal
- He required Board of Education accountability of our education dollars to ensure more funding reaches our students
- He proposed an aggressive plan to build and/or renovate seven schools by 2010
- He supported programs that expand workforce development skills and continuing education
Public Safety is the number one priority for David. He has made a commitment to this issue by:
- Supporting an expansion and full staffing of the Sheriff's southern precinct office
- Providing funds in the FY07 Budget to put more Sheriff's Deputies on the road
- Supporting additional funding to address gang-related issues

- Encouraging the creation and practice of preparing for emergencies such as pandemic disease outbreak, natural disasters, or hostile acts
Economic Development is the key to providing a future for Harford County citizens and:
- David knows that strong economic development helps all businesses in Harford County.
- He will emphasize initiatives to retain and strengthen existing Harford County businesses.
- He is preparing Harford County for Aberdeen Proving Ground’s jobs expansion due to the base realignment initiative (BRAC)
- He will continue to expand opportunities for Harford County’s small businesses
David will provide direction for Shaping Growth in Harford County by:
- Encouraging revitalization and business reinvestment in the Route 40 Corridor
- Revitalizing our older communities and preserving historic structures
- Maintaining the integrity of the development envelope and strictly following the Master Water and Sewer Plan
- Strengthening agricultural land preservation programs encouraging market viabilty for local farm products
